Wayne State will be offering its incoming freshmen an opportunity to be certified as literacy tutors through iStart and the Detroit Literacy Coalition.

The Wayne State Board of Governors voted 6-2 to approve the 2008-09 university budget, which included a 5.9 percent tuition increase for undergraduate students and a 7.5 percent tuition increase for graduate students.

The increase, finalized at the July 30 meeting, is the second lowest tuition rate increase of all the public universities in the state.
